do philippines residents need anymore than a passport to come here for a vacation
You need a US Entry Visa from the American Embassy from the Philippines allowing you entry to America for your vacation . To get a US Entry Visa , you need to prove to the Consul interviewing you that you have capacity to have the vacation in America and you are not going there to go hide and seek and work .You also need a firm date of departure and your intended place of entry and accommodation in USA . If your traveling using Travel Agency and part of a group package tour , then say so and prove it .
So here are some basic requirement that the US Consul needs from you to prove you're really a good potential tourist only ;
1. Honesty -The Consul knows how to detect dishonesty , they have been used to how Filipinos try to impress them during the interview , So your passport must show that you are a regular traveler outside of your country for leisure and business too . How could you justify your first time vacation outside of your country to be USA , when you have not traveled to outside of your country like Hongkong where there is Disneyland too , Singapore where buildings and Sentosa has all what USA could offer tourists , Malaysia which is like Php 5,000.00 airfare RT to Philippines via Air Asia and 3,000 pesos via Kota KInabalu , this is foreign country and much more interesting than USA . So if you are going to America to meet up with your internet boyfriend and he is financing your visit , say so and give him proof of the email sent to you that he is going to finance your visit and his full address and employment why he could afford your visit and why you are the one going to visit him instead of him visiting you .
If your visit is really for vacation , then bring your financial documents with you , your existing employment certificates , your salary slips and ITR proving you could afford the visit . If you are in your early twenty's and newly employed and not much money in the bank , single and really average in financial status and have not been traveling outside Philippines , don't waste your US$136.00 application fee.

American Embassy are soooo demanding about the tourist visa…. I dont know in other nationalities if they also treat them like filipinos…
and if you pass their demand…

Ladyann_mike is right and you have to apply for a tourist visa. Everyone who has to apply for a visa gets the same treatment, which is not very nice (not just for Filipinos)
USA visa officers at our embassies and consulates are taught to treat every applicant as a potential illegal immigrant – you have to basically prove you will return home (or at least exit the USA) when you are scheduled to do so. That means you have to demonstrate that you have a stable job at home, family ties, etc., on top of showing you have (or can get) a round-trip airline ticket plus can support yourself for the duration of the trip.
You might want to consider looking for a travel agency that is familiar with helping Filipinos obtain a USA tourist visa in connection with a trip they arrange.
The good news is that once you obtain a visa, visit the USA, and return home as scheduled the process is usually easier the next time.

You need to prove for Visa:
Cash and history where it came from, for stability. You would have to have enough money even if things go wrong, (example motel costs).
Internet friend will mean 0, unless he sponsored you. This means he is responsible. Be honest, confident, and answer directly. Check with your local travel agent also for more detailed information. Your duration is short so I doubt you would be rejected providing you follow through with the all the requests.
